A business owner who plans to import goods to the territory of the Russian Federation or to other countries of the Customs Union must determine the HS code (CN FEA - Commodity Nomenclature of Foreign Economic Activity).  The CN FEA - commodity nomenclature of foreign economic activity – is a classifier of goods used in customs operations. Coding is used for unambiguous classification of goods moved across borders. The code is assigned to the product by the customs authority during customs clearance. The assigned code affects the choice of the conformity assessment form and is used when making A Declaration of compliance.

A Legal entity or a sole proprietor registered on the territory of the EAEU, who is either the seller (declaring a batch of products) or performing functions of a foreign manufacturer under a contract with him in the part of ensuring compliance of delivered food products to the requirements of currently applicable regulations (for the products declared as series products) may act as an applicant for Declaration of compliance for imported products.

A Legal entity or a sole proprietor registered on the territory of the EAEU performing functions of a foreign manufacturer under a contract with him in the part of ensuring compliance of delivered food products to the requirements of currently applicable regulations may act as an applicant for State registration for imported products.
